The following alternatives have been identified for consideration in the Draft EIS: a No Build Alternative, three Build Alternatives, and a design option for one of the Build Alternatives.
No Build Alternative
The No Build Alternative consists of the existing transportation network, plus all of the committed projects within the study area that are expected to be in place by 2040, based on the region's Constrained Long Range Plan (CLRP) and approved City of Alexandria capital improvement and small area plans.
The No Build Alternative includes the build-out of the Potomac Yard street network, generally from Four Mile Run to Braddock Road. Transit investments include the construction of the Crystal City/Potomac Yard (CCPY) Transitway, as well as expansion of local transit service. The No Build Alternative includes an off-street multi-use trail from Four Mile Run to Braddock Road, as well as a pedestrian/bicycle bridge over the Metrorail and CSX Transportation (CSXT) right-of-way between Potomac Yard and the Potomac Greens neighborhood.

Build Alternative A
Build Alternative A would be located along the existing Metrorail tracks between the CSXT Railroad tracks and the north end of the Potomac Greens neighborhood, generally within the “Metrorail Reservation” easement identified as part of the Potomac Yard/Potomac Greens Small Area Plan (1999). However, the station and ancillary facilities would extend beyond the boundaries of the Metrorail Reservation. The station would be at-grade with a side platform layout. Additional station facilities would include two pedestrian bridges from the station over the CSXT railroad tracks to the planned development in Potomac Yard. The bridge at the northern end of the station would provide 24-hour pedestrian/bicycle access between Potomac Yard and the Potomac Greens neighborhood.
Build Alternative B
Build Alternative B would be located between the George Washington Memorial Parkway (GWMP), a unit of the national park system, and the CSXT Railroad, north of the Potomac Greens neighborhood, partially within Potomac Greens Park and the Greens Scenic Area easement, and east of the existing Potomac Yard Shopping Center and the CSXT railroad tracks. The station would be at-grade with a side platform layout. Additional station facilities would include two pedestrian bridges from the station over the CSXT tracks to the planned development in Potomac Yard. The bridge at the southern end of the station would provide 24-hour pedestrian/bicycle access between Potomac Yard and the Potomac Greens neighborhood.
B-CSX Design Option
B-CSX Design Option would be located just east of the existing Potomac Yard Movie Theater on land that currently is occupied by the CSXT Railroad tracks. B-CSX Design Option relocates the CSXT tracks to the west of the existing line, providing the room necessary for the station and its connecting track to avoid GWMP property and the Greens Scenic Area easement. The station would include the same design and features as the Build Alternative B station with the exception of how pedestrians would access the station from Potomac Greens. Direct pedestrian/bicycle access from Potomac Greens to the Metrorail station along the east side of the Metrorail tracks is not possible without a permanent encroachment into the Greens Scenic Area easement and wetlands. Thus, a separate pedestrian bridge over the CSXT right-of-way and existing Metrorail tracks would be constructed, providing 24-hour pedestrian/bicycle access between Potomac Yard and the Potomac Greens neighborhood.
Build Alternative D
Build Alternative D would be located west of the CSXT railroad tracks near the existing Potomac Yard Shopping Center in North Potomac Yard. The station would be aerial with an elevated center platform layout and ground floor entrance mezzanine. The realigned track would require two aerial structures over the CSXT tracks, a new Metrorail bridge over Four Mile Run, and a segment of realigned track along the edge of GWMP parkland south and north of Four Mile Run, including a portion in Arlington County. One 24-hour pedestrian/bicycle bridge over the CSXT tracks would be constructed separate from the Metrorail facilities, and would connect Potomac Yard and the Potomac Greens neighborhood.
